Transportation Demand Management (TDM)
Subsidized bus pass and carpool incentive programs can work
to reduce solo driving. The U-PASS Program at the
University of Washington is an award-winning incentive
program that causes more students, faculty, and staff to use
buses, vanpools, and carpools to reach the campus. According to
PSRC, participation is 76 percent campus-wide; morning peak
vehicle trips are down 17 percent; carpool use is up 27 percent;
vanpool use is up 158 percent; over 500 parking space were
eliminated; and only one of four planned parking garages was
actually built. U-PASS includes a package of benefits, including
free rides on Metro and Community Transit, free carpool parking,
ridematch services, and merchant discounts.
